What are the round metal covers high on the walls of my old house?

They cover old stovepipe openings. Before central heating, a wood or coal stove in each room was piped into the chimney through a hole in the wall. If that flue is still in use, a thin decorative cover is not enough: the opening has to be sealed with masonry so heat and sparks cannot reach the wall.

What should be done with a chimney that is no longer used?

Keep water out of it. An unused chimney should have a cap or a sealed top, sound flashing and maintained mortar joints, or rain will soak the brick and leak into the house. If it will never be used again, the flue can be closed off at the top and bottom, with a small vent left to keep it dry.
